Short History:

The State school board approved surfing as a school sport in Hawaii public schools in 2004, though no funding was allocated. In 2005, the DOE approved surfing safety guidelines for public schools, and then updated them in 2014. In 2014, the Maui Interscholastic League (MIL) first offered surfing as an official varsity sport; it would be the only league to do so until recently. In 2023, the Outrigger Duke Kahanamoku Foundation published Surfing in Hawaii Schools, a Whitepaper. In 2025, Rep. Sean Quinlan introduced Hawaii House Bill 133 (HB133), signed by Governor Josh Green in May to become Act 141, allocating funding to the Hawaii Department of Education to support surfing teams in public high schools for two years. Only recently did enough leagues announce plans for tournaments to prompt HHSAA to plan a state championship.
